Global FC disqualified from UFL Cup, fined P250k

Metro Manila (CNN Philippines) — Global FC has been disqualified from the United Football League (UFL) Cup and fined P250,000 for fielding midfielder Satoshi Otomo as a Filipino player, UFL General Manager Rely San Agustin announced in a press conference on Friday (August 7).
Global went against the five foreigner rule, which stipulates that only five players not of Filipino blood may take the field for any team.
As a result of the infraction, Otomo is also suspended for six matches from all UFL competitions.
The club, which is backed by Dan Palami, appealed the decision but failed to provide sufficient evidence to convince the committee otherwise.
This ruling comes after the UFL Appeals Committee upheld the penalties meted out to Global FC by the UFL Disciplinary Committee.
The only penalty overturned by the Appeals Committee was the forfeiture of the three league games in which Otomo took the field for Global, leaving the league table unchanged.
According to the Appeals Committee, the four complainants, namely Ceres La-Salle FC, Kaya FC, Stallion FC, and Pachanga Diliman FC, did not follow the proper procedure under the UFL rules of reversing match outcomes.
Global’s forced withdrawal for the competition means that Nomads FC will sneak into the knockout stages.
In a statement issued to the media, Global COO Cian Palami was disappointed, saying that the UFL’s findings are a blow to Filipino football and its fans.
“We are saddened by the decision of the UFL,” said Palami. “We aren’t the only losers here, it’s the fans and the Philippine football community in general.”
Palami went on to mention that he believes that the club will bounce back from this issue.
“We are confident that at the end of all this, Global will be stronger.”

    1. Even if Satoshi Otomo is half-Filipino if he doesn't have Philippine passport or can't get one or at least have resided in Philippines for five years then he is not classified as "Filipino" by UFL
      Nothing to do with "questioning the Filipino" but rules must be followed regarding foreign players
      "UFL Foreigners" who are residing in Philippines for 5 years or more are counted as permanent residents (UFL's 5+2 rule - maximum of 5 non-resident foreign players + 2 permanent resident foreign players) But he did not fulfill that long term requirement
      His age (around 33 i think) Makes it hard to switch citizenship, though he was allowed by FIFA in a few Azkals 'A' friendly matches (There are no passport restrictions in friendlies)
      There might be lots of Filipino-Japanese football talents in Japan but it is hard to recruit them due to their stubborn citizenship laws
      "There is no such thing as dual citizenship in Japan"
      By age 22 any "halfs" will have to decide which allegiance they shall plead to (Japan or other)

    2. Why do you call it stubborn laws? Laws are laws. Japan isnt the only country to have such laws. A former NHL player had to withdraw from the Olympics some years ago in tears in front of millions of fans because he had dual citizenship, in which one of the countries didnt accept dual citizenship. The laws are there for a reason, whether you like it or not.

      Just because it makes it harder to get talented players is no reason to call it a stubborn law. Some countries have loopholes in their citizenship laws, specially when it comes to athletes that wants to represent their second country in an sporting event and Japan might have that as well. Go and give it a search if you are so keen on those japanese teens.

      But why did the UFL then declare him as Filipino? Even without the BC. And why did it inform Global that he was Filipino?

    4. Global registered him as filipino in the reg form. UFL assume he is until some teams protested. Question should be addressed to Global why they registered him as filipino?

Hindi nga dumadaan sa PFF ang mga sponsorships ng Azkals dretso sa bulsa yun ni Palami kaya gusto nya kumuha ng kumuha ng Fil-Foreigner para maraming mag sponsor at dadami pera nya dahil type ng mga sponsor na yan ang mga galing abroad kaysa mga local na players. Gumising ka nga sa kabulagan mo.

  5. The news article does not reflect the true and exact decision of the UFL Appeals Committee. Global was fined and expelled for the breach of Article 61 (FORGERY & FALSIFICATION) of the FIFA Disciplinary Code and not just breaching the 5 foreigner rule.

    Here is the exact text of the decision of the UFL Appeals Committee:


    D. Further, the Appeals Committee concurs with the Disciplinary Committee that Global FC and Satoshi Otomo are in violation of Paragraphs 1 and 5, Article 61 of the FIFA Disciplinary Code by using a forged or falsified document with the UFL. Mr. Otomo is sanctioned with a Six (6) match suspension. Global FC is sanctioned with a fine of TWO HUNDRED FIFTY THOUSAND PESOS (P250,000.00).

    E. Finally, the Appeals Committee finds that there is substantial evidence to conclude that Global FC is responsible for using a falsified document. Therefore, based on Article 61.5 in relation to Article 61.1, which states that:

    “1. Anyone who, in football-related activities, forges a document, falsifies an authentic document or uses a forged or falsified document to deceive in legal relations will be sanctioned with a fine”

    5. A club may be held liable for an infringement as defined in par. 1 committed by one of its officials and/or players. In such a case, an expulsion from a competition and/or a transfer ban may be pronounced in addition to a fine for the club concerned.”

    Simply put, if a club or team uses a forged or falsified document to deceive in legal relations, whether by an official and/or any of its players, an expulsion from a competition, in addition to a fine, may be imposed. Thus, EXPULSION from a competition will be carried out in addition to the fine set above.

    To further clarify, it does not matter who the perpetrator of the falsification of the submitted birth certificate is; but rather, upon the use of such document, such as its submission to the UFL, the respondent becomes liable for its use. Likewise, the respondent cannot now claim that the submission was unauthorized since it is their liaison officer who submitted it to UFL. Their recourse is to castigate and even fire their employee for doing something against the club’s interest. Again, let it be reminded that these proceedings are not, strictly speaking, a court of law, but an internal matter applicable to the members of UFL alone. Only a scintilla of proof/evidence is needed and not proof beyond reasonable doubt is needed to resolve the matters set forth.


    As such, the Appeals Committee decided that expulsion of Global FC will take effect in the 2015 UFL CUP.

  6. Palami is very good at bending the rules, but luckily he is also punished for his acts, at least now he is. Doesnt matter if its the UFL CUP, its still a part of the UFL. Luis Suarez bit a player in a WC match, but was banned from all football events for that incident. If you do the crime, you do the time. Nothing less.

  7. Well, andaming utak talangka. Bakit sisikat ba yang UFL na yan if not for Azkals? Sisikat ba ang Azkals if not for Palami. Let's admit it, so many are jealous of Dan Palami's achievements esp by putting the Philippines back on international football. Nakakalimutan nyo na ba gaano tayo kakulelat before may isang Dan Palami na dumating para mag-isang ibangon ang football sa Pilipinas? Eh yang mga Roxas, Araneta at kung sino sino pang heredero, konyo at burgis - ano ba nagawa nila for football. The sad truth here is they realized they were made irrelevant na. They want control back. So they're picking up on Palami. Sayang ang Global. Nabiktima na ng crab mentality. So much for fair play.

Dahil ba sya ang manager sa azkals at nagbigay ng karangalan last 2010 (semifinals appearance) hindi na sya dapat i correct sa mga pagkakamali? kayo ang mga utak talanga dahil he was there at the right place at the right time.     4. A Philippine Certificate of Live Birth or Birth Certificate is issued only to people born in the Philippines. Otomo was born in Japan! The appropriate document is the Report of Birth or ROB. The ROB is a document issued to people born abroad of Filipino parent/s. Therfore, Otomo can not have a Philippine Birth Certificate because he was not born here.

      The Birth Certificate contains all pertinent information about an individual's birth. In Otomo’s Birth Certificate it indicates that Otomo was born in Quezon City. Fact he was born in Chiba, Japan. The same document also indicates that at the time of Otomo’s birth his mother was Filipino. Fact his mother lost her citizenship due to naturalization in a foreign country. Clearly the document does not contain the facts of the circumstances of the birth of Otomo.

    1. Eh kung sa tinging mo tama ang Global subukan mo kumuha ng BC sa Civil registry kung saan ka pinanganak at gamitin mo pag apply ng passport? Pustahan tayo papuntahin ka sa NSO para kumuha ng NSO BC kasi hindi nila tantangapin and BC galing sa Civil Registry lang. Mas malaki ang problema kasi peke nga yung BC kasi walang Otomo Satoshi na pinanganak sa Pilipinas. Meron Otomo Satoshi na pinanganak sa Japan. Kaya nasabing falsified or fake yung BC na binigay ng Global sa UFL.

  10. if one of his parents is Filipino, he is Filipino. he may not be so on paper, but that would be a technicality. the point is, Global didn't pick just any idiot from Japan and hauled his a$$ to the Philippines to play football.

    and who use technicality to advance their agenda? narrow-minded people who can't see that it's not global they're punishing, but Philippine football -- which nobody really watches.

Mga taong katulad mo ay mga corrupt mag isip hindi nag follow ng rules and regulations para kang si Binay. UFL lng ang nagkaproblema huwag mong isama ang buong football ng Pilipinas dahil hindi nabubuhay sa fil foreigner o mga foregner lang ang football. Try mo mag dunk para matauhan ka naman, ikaw lng mahilig sa b-ball dito eh...

Ang issue ng pagka-Pinoy ni Otomo ay isang technicality. totoong may mali ang Global. baka nga sinadya nilang hindi sumunod sa tamang patakaran. pero dahil technicality lang naman ang issue, bakit hindi na lang I-settle amicably? pwede namang stern warning/condemnation muna na unanimously signed ng lahat ng buong UFL. sagot: dahil sa kakitidan ng utak ng ibang nagbibida-bidahan. unfortunately kasama dito ang Kaya FC, na akala ko ay working for the good of the game.

    pero ang issue dito, at ang MAS MALAKING tanong: hahayaan mo ba na mabulabog ang buong payatot na football community sa pilipinas dahil lang sa pagkainis (at inggit?) mo sa isang football club? kung umasta naman ang mga clubs na ito akala mo naman ang laki ng football industry. haleeeeeer. gising. sige, subukan mong itumba yan. pag yan di na nakatayo, ikaw rin iiyak. :D

Hindi naman talaga nabulabog kasi hindi umabot sa GMA7, ABS-CBN at TV5 ang balita kaya huwag kang matakot its part of a football development sa mga developing countries and you can't stop football once it started. Noong unang panahon lang yun na kung i criticize mo ay titiklop pero ngayon hindi na. Sobra ka lng matakutin and the game will go on naman kahit suspended na ang UFL dahil hindi lng Global FC ang nasa UFL marami pong team sila. Baka kasi die hard fan ka lng ng Global kaya panay panakot mo sa mga football fans para idamay ang buong liga. Sorry , pero dapat unti unti na tayong maglakad sa matuwid na daan.
