So yes, this is a problem of the UFL. They're the ones governing transfer dealings locally! Transfer regulations are fairly standard. You can register new players when the window is open. Any new signings that aren't bosman transfers cannot be registered until th next window opens. UFL is following their rules and not allowing either player to play until the transfer window reopens.
